Background
In 1997, when Mayor Joseph P. Riley, Jr. and other members of the Charleston delegation returned from the President’s Summit for America’s Future, they committed to establish Charleston as a Community of Promise. In the spring of 2001, the Mayor’s Commission for Children, Youth, and Families established a task force of community leaders to develop a strategic plan that would define the “next steps” for Charleston’s Promise. It recommended a coalition governance structure consisting of a Steering Committee that would lead the effort. The Steering Committee determined that it was necessary to expand the scope of the Promise initiative to include to include Berkley and Dorchester counties. Hence, Charleston’s Promise was renamed Lowcountry’s Promise.
